Release to Noetic

Mind making a release of this repository to ROS Noetic? It needs an initial release to unblock releasing some core packages.

RE ros/rosdistro#23711 - version 2.0.2 is used. We'll need to increment to a higher version on actual release.

We should also release a new version of this package into melodic/kinetic given the fixes for utf support.
