Research and come up with draft on how to store and handle Storage Blobs in walrus contracts

Topics to consider:

• How to create a storage blob and tie that to a NFT object.
• How to pay/extend the lifetime of that image NFT object.
• Should there be a collection fond for all of the Nfts?
• Consider adding tranfer policy rule for paying for the storage.
