Add python 3.14 and 3.13

Python 3.13 was released on october 2024, while 3.14 released october 2025
- Update tests to run against these new versions so we know everything is working correctly
- Update setup.py https://github.com/QuantConnect/lean-cli/blob/master/setup.py
