Create cloud CI regression tests which run against actual API

- Create a new CI which runs cloud regression tests against the actual API, testing the different functionalities:
   - project create/delete/read/update
   - backtest/live/optimization create
   - live include command testing
   - ...
- We can run this just in ubuntu latest with a single python version 3.12
