Support conversions to pretext in the CLI

I've been playing around with plasTeX and it looks like it will be pretty straight forward to write some templates to have it convert LaTeX documents to PreTeXt. Perhaps one day I would submit these templates to the plasTeX project itself, but until then (and even after), it would also be possible to add this as a new command to the CLI.

What do we all think about pretext import path/to/foo.tex. If there is not a pretext project already defined with source, this would put the converted files into imports/foo/. Or allow -o output/path to customize.

Maybe one day this command allows multiple methods: pandoc, plastex, latex3latex, etc.
