migrate retool views to the new source of truth

Context

• ~Follows Make source manager the "source of truth" for the database data-sources-app#868
• We'll have this ↑ in dev.

Requirements

• We should update our retool interfaces so that they use the new dev endpoints.
  • Data Source Management
    • Intake: going extinct; see Use source manager API for source submission pdap.io#378
      • these submissions, instead of needing approval, will be seen as submitted to the labeling pipeline
    • Edit: needs to be updated
  • Create agency
    • needs to be updated / created, Retool: Agency creation, approval, edit data-sources-app#902
  • Data Request Intake
    • should still work and be unchanged
  • User Manager
    • should still work and be unchanged
  • Data Request Edit
    • should still work and be unchanged
• Once we verify these are working, and we merge the big Source of Truth update into main, we should update these views to point to main as well

Notes

I'm open to paying briefly for enhanced Retool environmental controls if it'd help during the transition, or if we expect significant downtime.
