Set up Source Collector App on Digital Ocean

Exactly what it says on the tin: To begin making use of the Source Collector App with things such as #126 , we need to have the database and primary app up on Digital Ocean.

@josh-chamberlain I've set up a project ("Source Collector App") on Digital Ocean, as well as a managed database (pdap-source-collector-production) which will connect to it. Two things are, I believe, remaining:

• Commit PR Mc 128 source collector api #129 to main
• Finish setting up the App on Digital Ocean as follows:

First, in https://cloud.digitalocean.com/apps, select "Create App"

In there, under "create resources from source", we'll need to update GitHub permissions so that data-source-identification is added. Then, we'll select that as a repository

There will be components such as Environmental Variables that we can ignore for now.

Finally, give the name "source-collector-app".

@maxachis the app is set up at the 5-dollar-est scale. Maybe we should rename this repo to source collector at some point.

App is now set up! The only thing to bear in mind is that it's currently tracking the dev branch, not main. I think that makes sense while we're still in the more active prototyping, but that'll eventually need to change.

@maxachis understood! I'd like to get back to using main soon, if it's all the same to you—this kind of thing is easy to forget and easier still if there's not a dev version of the source collector app.
