Missing swarm pokemon for gen III RSE games

In Gen III RSE games, you can record mix to cause pokemon to appear in areas they weren't before. https://bulbapedia.bulbagarden.net/wiki/Mass_outbreak#Generation_III

Probably needs to be encounters added with a "record mixing" condition type added to account for this.

The games also generate swarms on their own naturally which is missing from the API.

These swarms are then transferable via mixing. I would say you’d have two encounters, one for the standard swarm and one for a mixed swarm.

Ie RS swarms are available in emerald via the record mix tag, etc.
