Includes the hangar simulation fixes this test depends on (originally PR #686): standardize the MuJoCo timestep across robot configs and raise the mecanum wheel velocity-actuator kv (50 -> 500) so the base still drives at the finer timestep; drop the redundant CI mujoco_ci_timestep override that injected a duplicate
