Why is the Cat 2 sprite from Scratch not avalible in the default sprites/costumes?

While I do understand why the sprites Cat and Cat Flying are not available, as they are trademarked by Scratch, there is no reason why the other orange cat, Cat 2, isn't available, due to it being a generic sprite. I had attached the sprite itself below, alongside the proof of its absence.

i believe its based on an earlier version of scratch cat or something, dunno
if TurboWarp had reason to remove it then it was likely something that they trademarked or own

I don't think it's ever really been a serious consideration for a public mascot.

The only reason I could see to not add it to the library is that it's under the CC BY-SA license, which requires that every project which uses it also be under CC BY-SA.

supposedly garbomuffin emailed them at some point and he generally got the idea that the mascot costumes shouldnt be listed there
