Buildkite integration

Hi @fluidnumerics-joe , you were mentioning before an integration with Buildkite so that we can get the benchmarks running in CI? What do the first steps for that look like? I'm happy to work on this

An owner of the parcels org needs to create a buildkite organization at buildkite.com . From here, we should create a pipeline for either parcels-benchmarks or parcels repository. If you delegate some access to me, I can create an agent that we can use to run on our cluster via slurm.
