Describe the Bug
bundle install fails while attempting to compile native code. This makes is awkward to run spec tests.
Upgrading the gem to ~> 1.17 fixes the problem, but this needs to be validated on windows too.
Expected Behavior
bundle install should complete successfully.

- clone repo
bundle install
