BSD-3-Clause used top-level, but BSD-2-Clause used in files #66

Hi! 👋

I package this project for Arch Linux.

I noticed that although the top-level LICENSE file is BSD-3-Clause, the files all appear to only be BSD-2-Clause (see e.g. setup.py, sphinxcontrib/programoutput/__init__.py), while the license declaration simply states "BSD".

It would be great if this was consolidated/ clarified.

One tool that has helped me immensely in clarifying licensing of files in my projects is reuse.
Maybe it can be useful for you too.
