Honestly I have no idea - device.harmonyos.com describes some Visual Studio plugin for developing HarmonyOS software in a Windows/WSL2 environment, but very little seems to be known about HarmonyOS outside its Chinese market. I can only assume that you would be able to do a conventional cmake-based build for whatever target cpu you have in your system, or maybe start with setting TARGET=GENERIC to use only plain C code that any compiler will understand.

Judging by the contents of https://github.com/nihui/opencv-mobile/blob/master/.github/workflows/release.yml (scroll far down for the harmonyos section) there appears to be a Harmony NDK for Linux provided by Huawei, similar to the Android one by Google.
Using this together with the general hints for cross-compiling to Android ARMV8 that we have in our docs folder (formerly wiki) should get you started.

Cross-building on Linux with https://repo.huaweicloud.com/harmonyos/os/4.1.1-Release/ohos-sdk-windows_linux-public.tar.gz appears to work. Note that this SDK appears to be based on LLVM15, so does not come with a Fortran compiler - you need to compile with NOFORTRAN=1 to get an older version of LAPACK (that has been translated to C) included in the build.
See #5044 for the build recipe - you need to unzip the "native linux" version of the SDK that is included in the tar archive,
and use the version of cmake from it, with options -DTARGET=ARMV8 -DOHOS_ARCH=arm64-v8a -DNOFORTRAN=1 and -DCMAKE_TOOLCHAIN_FILE= set to the ohos.toolchain.cmake file in the path where you unpacked the SDK.
