Produce an InstantOn container image for the sample-getting-started application

When InstantOn releases (OpenLiberty/open-liberty#16384) it be nice to publish a container image for sample-getting-started that used InstantOn.

This will involve running another build step that builds on top the existing application image to produce the InstantOn layer on top.
