[IDEA] Move debug channel option lower than where it is right now

Is your feature request related to a problem? Please describe.
The people have a habit of deployment of channel more than the debugging the channel option. Actually the original place was of deploy channel, and you may call it habit, that I accidentally pressed debug channel instead of deploy channel.

Describe your use case
I need this feature so there is no issues working with the channel.

Describe the solution you'd like
Move debug channel closer to import channel, export channel, because those are less frequent operations.
