new fetch: check snapshots

The new fetch command should support snapshots just like pull.

But I haven't tested anything - I need to look into how snapshots are expected to work, run some manual tests, and add automated ones

The provisioning API accepts an optional snapshots parameter on GET /api/provision/yaml?snapshots=[id1,id2], where each ID refers to a point-in-time snapshot of a workflow (captured at import time). When provided, the endpoint returns the historical workflow state rather than the current live version.

Why pending

The current sync v2 cares more about the state of a project both locally and remote and tries to make sure they're always in sync. due to this, pulling a project where some of the workflows are behind at a specific snapshot will cause a divergence at all times when a user does a pull or a push/deploy. This is because currently, we assume everything that is pulled/pushed should be live and the CLI doesn't track the states(being a snapshots) of workflows inside a project.
