Merge 2 manage parameter into 1

Currently we have 2 variables for 2 different manage environments, one called manage_test and one called manage_production. Lets change this so that in the future no confusion can occur to why there is a possibility to connect a test and a production manage to one SURF Access GUI

• Merge variable in code
• update deploy variables
