Endpoint for Access to retrieve roles based on Application (manageID) and Organization (organizationGUID of role)

The Access UI has limited integration with Invite in MVP, however we need to display in Access if there are roles for a certain application based on the manage identifier and the organization GUID. The organization GUID is used to scope the Roles (e.g. are created by the same Institution in Invite as the Institution querying this in Access).
