Check if error is something refresh/resolvable -> then show 'try again later'

@phavekes @MarliesRikken Which errors are resolvable? And do you have a suggestion, on how to detect those? If an error is caused by a faulty provisioning , then the chance that a retry will work, is very small. And telling the user to try again and again and again, is that what we want?

@oharsta good question, that is why this ticket was noted as 'explore'. If we think there are no errors that can be resolved on a retry then we shouldn't implement this.

UvA architect + @phavekes seemed to think there were potential cases where it might be helpful though.
