As a user, If I want to use CLI tool, it requires me to install java.

As a your I want to able to run the CLI without installing java. Use graalvm to create a native executable. https://www.graalvm.org/22.2/reference-manual/native-image/.

Additionally consider trying to publish in https://sdkman.io/ and https://brew.sh/
