4. official standards review for CSAPI-connected design intent, SensorML, SOSA/SSN, SWE Common, and OM concepts;
5757
5. official upstream source review for NWS, NDBC, CO-OPS, AviationWeather, OpenSky, CelesTrak, USGS Water, USGS NIMS, and USGS Earthquake resources.

The standards corpus in Appendix D was revalidated on 2026-03-12 against the current Connected Systems standards index, the current OGC SSN discovery page, the current normative Connected Systems Part 1 and Part 2 standards, SensorML 3.0, SWE Common 3.0, OMS 3.0, and the W3C SSN/SOSA recommendation. That correction fixed bad standards URLs from an earlier revision, but it did not change the report's repo-state findings or any score values.

The report is intentionally `semantics first`.

That means a bootstrap was not scored highly simply because it creates resources successfully. It had to communicate the right meaning, provenance, field semantics, and artifact maturity for that success to be durable.

## D.1 Standards Corpus

**Correction note (2026-03-12):** an earlier revision of this appendix pointed to outdated or incorrect standards URLs, including one SSN/SOSA entry that actually resolved to an unrelated OGC document. This section was revalidated against the current Connected Systems standards index and the OGC SSN discovery page, then corrected to the current normative references listed below.

### D.1.1 How the standards corpus affected scoring
2126

22-
- `SensorML quality` scores were most influenced by the SensorML JSON encoding standard and the known NWS/NDBC field-shape incident.
23-
- `Procedure`, `system`, and `deployment` scores were strongly influenced by SOSA/SSN intent.
24-
- `Datastream semantics` and `field semantics` scores were strongly influenced by SWE Common result-structure expectations.
25-
- `Standards conformance` scores were not legal conformance claims; they are design-intent maturity judgments against the standards listed above.
27+
- `SensorML quality` scores were most influenced by SensorML 3.0 and the known NWS/NDBC field-shape incident.
28+
- `Procedure`, `system`, `deployment`, and feature-of-interest judgments were primarily influenced by Connected Systems Part 1 together with W3C SSN/SOSA.
29+
- `Datastream semantics`, `observation intent`, and `field semantics` scores were primarily influenced by Connected Systems Part 2, SWE Common 3.0, and OMS 3.0.
30+
- `Standards conformance` scores were not legal conformance claims; they are design-intent maturity judgments against the corrected standards corpus listed above.
31+
- After revalidation against the corrected corpus, the score values in the master report and appendices were not changed; the correction affects the citation basis and terminology, not the underlying repo-state findings.
