[Maintenance] - automatic change requests for updating leads and managers #3907

Description
Filling in leads and managers for new or existing projects and work package currently makes users fill out a change request, get it approved, the whole process. This process should be automatic, similar to other automatic change requests (I don't fully understand these so I will update this once I review how they work)
Acceptance Criteria
No manual change requests needed for updating leads/managers for projects/work packages !
