[Feature] Basic impact evaluation #32
Description
Goal
* Any member from the community can submit an impact evaluation
- Impact evaluations are cataloged and freely accessible on hypercerts.xyz
User stories
- As a user, I want to be able to create an impacte evaluation so that I can evaluate hypercerts in the marketplace.
- As a developer, I want to use the SDK so that I am more certain of relationships between hypercerts and evaluations
- As a user, I want to be able to use the app to review the claim represented in a hypercert and related evaluations
