Add guidance on accessing data in requester pays buckets

Given the change in DAAC bucket policies, we may want to add a page to https://docs.openveda.cloud/ to recommend the use of either earthdata login (probably preferable given it's completely free) or the requester pays "requester" flag (perhaps only in special cases where short term access keys won't work).

I think it's fine to wait a bit until the requester pays policy is rolled out to more DAACs - to wait until the "soft launch" becomes a "hard launch".

A question to answer: using requester pays, does this unlock access from anywhere (e.g. your laptop)

Are there any current examples in the VEDA Docs impacted by this? Pretty sure we'd been telling people use EarthAccess with temp s3 credentials and pointing them to Openscapes docs.

So probably nothing to do on this until more DAACs begin to offer the option, and it becomes publicly available. At which point the docs belong in OpenScapes. cc: @smk0033

Only for analysis done through the APIs that assume an approved role. Within the hub there are some more ways to directly access the files but I don't think anything is accessible on a laptop without and earthdata login.
