L2 RHW-8C FlexRamp A2 reverts to L1 RHW-6S version when adjacent to FlexHT #459

Describe the bug
The RHW flex height transition overrides the base (L0 6S) A2 FlexRamp into an L1 6S ramp. The RHW-8C version of the ramp does not compensate for this.
To Reproduce
Build an L2 8C FlexRamp A2 with a FLEX-HT adjacent to the ramp branch. See image.
Expected behavior
A clear and concise description of what you expected to happen.

We should determine if the override of the A2 ramp from the FLEXHT is required by any content (QuickChange, QCX, any other ploppable items, etc). If it is not necessary, the override should be removed. If it is necessary, the RHW-8C A2 ramp code should be augmented to include overrides of the L1 version in addition to the base version.
