Expand info block into multi-level "message" block

Rename the info block to the message block. add "levels" which change the in-world icon for:

• Info, the default existing behaviour
• Warning, showing a ⚠️ - for content warnings
• Debug, showing a 🔨 - for build/dev commentary and booth maintenance notes, shown in creative only by default.

Add a config to toggle these along with the info level to be visible always, in creative only, or never. (on/creative/off) - kaleido/mcqoy if not already set.
