Import license tags

Describe the problem

As part of the license import process, implementation here. Import license tags from https://github.com/MobilityData/licenses-aas/blob/main/data/tags.json and also update licenses with their corresponding tags.

Proposed solution

Tasks:

• Modify the database schema to support license tags. Consider the changes:
  • New Table: LicenseTags with fields id(group:tag), group, tag, description
  • New column in the License table: tag_id
• Create a task for importing https://github.com/MobilityData/mobility-feed-api/tree/main/functions-python/tasks_executor/src/tasks/licenses.
• Update the license task setting the tags.

Alternatives you've considered

Consider unifying the tasks import license rules, import license tags, and `import licenses' into one task to avoid hard dependencies when a new rule or tag is added to the licenses repository.
