Consider adding relay gossip protocol #889
Description
Ocap URLs embed relay hints for discovery. #887 propagates these hints on redemption, which works, but hints-in-URLs will grow unboundedly as relays accumulate.
A relay gossip protocol would decouple discovery from URL size. We should investigate whether we want to do this and create a specification if so.
