Make a 2.10 release

The current stable version of the user guide is based on 2.9, so some of the newer features aren't exposed (afaik).

I think this is partially blocked by #430. I haven't yet audited 2.10 to see what else is missing

Can we just make the 2.10.0 and update it with the streaming docs from #430 ?
