Every installation will failed at China

Describe the bug
Any first setup will fail in China because connection reset.

Expected behavior
I executed this java file by commands in windows.And I start setup of b1.7.3.Then,setup failed.(connection reset)I try it again and use VPN but still failed.

(Might some error word in this issue because I'm a Chinese and my English isn't very good.)
