Tipstrips and context help should not be the same length

Context help looks great on TDMS module config UI.

The tipstrips seem to have the same content as the context help (i.e., long strings that can't display well as a tipstrip).

Tipstrips should be edited down to just a few short words, with the detailed explanation living in the context help.
