Implement a correct Kick-in behavior #615

What
When our team, or the opponent's team gets a kick-in currently we keep attempting to hit the ball. This is incorrect and we should only do that if it is our kick in.
Currently when we get a kick-in message from the game controller, we don't do anything with it and keep looking for the ball ourselves. When we get a kick-in we know the ball's location and should immediately look there or move there if it's our kick-in.
