As far as I understand (not being an Mac user myself) this is a known issue on Apple typically for OSS packages that aren't codesigned.
I actually have it on a roadmap to significantly overhaul the Homebrew 'recipe' for incplot, because as it currently stand it is problematic for multiple reasons (eg. uses incplot as a cask, etc.). The planned overhaul should also fix this issue.

However, it will take some time for me to get around to it (think weeks).
In the meantime the temporary fix should be to go to System Settings > Privacy & Security and click Open Anyway.

Too chicken for that. Post back when you've eliminated the cask dependency and are available as a brew. I'm eager to try this.
