Jobs not processing due to missing kernels and not getting triggered when kernels arrive

Jan 2, 3, 13,14,15,15 - 19 did not get triggered initially (missing kernels?) but they never got retriggered later. I reprocessed them manually on jan 30th and they all processed with no errors. Why?? Maybe some jobs quit?

Should this go into the backlog? Seems like the dependency refactor will hopefully handle this.
