ENA: pointing set input configuration for each map (Phase D deferred) #2770

Summary
For a given canonical map period (e.g. 6-mo 2026A), it would be useful to have a configuration file specifying exactly which pointing sets should be used to make the map for each imager. There could be a default config file that is then tweaked by the instrument team.
(Related: @demajistre suggested a metakernel for each map period).
