BUG - CoDICE Efficience fixes

Description of the issue

Michael - our onboard binned hplus product is DCR counts instead of TCRs like I had thought. This means that the efficiency table I have given you (v003) is not correct for the hplus data. I’ve already made a new efficiency table

Note from Michael

Attached is a new efficiency file for CoDICE-Lo L2 processing. This ‘v004’ version has corrected efficiencies for hplus. That is the only change.

This efficiency file should be used for all data acquired since the start of the mission.

Action on SDC: upload new LUT file to prod and let it propagate through.
