The GLOWS L3bc processing is triggered daily; having a manual trigger would be useful.
May be affected (or directly implemented) by SDC dependency refactoring
Requirements
- Manual trigger of L3bc initializer, to check if a full CR of data can be processed
- This would not "force-process" in the absence of all inputs (TBR)
