Add query feature for SPICE

Summary

We need to add feature to query SPICE. Right now, query support science/acn data query using inputs such as instrument, data level and so on. SPICE doesn't have those parameters and requires some change to this.

Requirements

The more specific the better.

• Add query capabilities to imap-data-access for kernels, spin, repoint or metakernel.
• Verify that it works SPICE query API works through infrastructure endpoint and update as needed on sds-data-manager repo
• Add ability to query above kernels by ingestion date
