Add GitHub Actions workflow for tests

Introduces a CI workflow to run tests on push and pull requests for main and develop branches using Python 3.11 and 3.12. Updates the README badge to reflect the new workflow status. requirements.txt was also updated, likely to support the workflow dependencies.
