VK_ARM_tensors and VK_ARM_data_graph support

VK_ARM_tensors and VK_ARM_data_graph introduces new first class resources:

• VkTensorARM
• VkDataGraphPipelineSessionARM

1. Will PRs about new resources be accepted if they are not part of vk core?
2. If yes, current implementation assumes there are only 2 types of resources. How new resources should be handled?

I am sorry, but supporting non-KHR and non-EXT extensions from GPU vendors other than AMD is out of scope of this library. If you implement such support, please feel free to maintain your own fork.

Besides this, I work on Windows PC, so I don't have a development environment to be able to test to ARM.

Support for new types of resources could be added by adding new functions, e.g. vmaCreateTensorARM similar to vmaCreateImage, that would internally create the tensor object, call vkGetTensorMemoryRequirementsARM/vkGetDeviceTensorMemoryRequirementsARM, allocate memory, and bind them together.
