Relax segment and feature limits

Having released #6394, none of the written environment documents are above the 100kb threshold:

The Plan:

• Break the Edge API (determine the # of features + segments + segments overrides that will surpass the new 2MB uncompressed limit
• Decide on the new system limit numbers
• Implement the new limits, migrate existing projects
• Update documentation
