Part of our App wider performance project

Native mobile platforms use expo-image and declare cachePolicy: memory-disk, yet we still show our loading UI and images take a while to appear.

Lets investigate why this is occurring and attempt to resolve.

Original discussion here. I believe expo image is being implemented as part of the FlashList migration task here.
