Increase Probability that Three-Eyed Rock is Required

Increase probability of Three-Eyed Rock having a required item to like 25%, to produce more seeds in which the flute is required.

There are a couple things that should positively affect this for 4.4.

• A setting that allows you to adjust the frequency of indeterminate flags being set.
• A setting that allows river devil to block a path / cave / town.

When 4.4 beta is up (hopefully soon) let me know if those seem like enough to keep it interesting.

Quantam, in reference to increasing the likelihood of the Flute being required, could you further elaborate on why you feel that 3ER's presence is either under-represented, or why it should be seen more often? If 3ER would to appear more often in the game, how would that enhance it, and do you believe the enhancement would be viewed as a positive or a negative by the players? Have you asked any players if they feel that 3ER appears too infrequently? Would players prefer that the Flute is more often required in the seeds that they play? Are you aware that there is a flag that shuffles what can be locked underneath 3ER?

As a player, I'd say that 3ER's appearance and Flute requirements feel just fine, currently.
