Automate the build of CoverageKinematics library #11

Currently the CoverageKinematics library is included as a submodule in the extern folder and it needs to be built separately. Also the python library path needs to be added every time (using source configure_env.sh) there is a new start of the environment.
The build and the installation of the CoverageKinematics library needs to be automated and included in the primary repository Makefile.
