Decide and implement new navigation structure #209

@sdruskat

Description

@sdruskat

Currently there are two competing structures:

  1. from the GWDG Pad ("Pad suggestion")
  2. In https://github.com/DE-RSE/de-rse.github.io/tree/relaunch-develop as of bd78fb2 ("Draft suggestion")

The new template generally prescribes

  • high-level menu items in the page hero (header bar)
  • More detailed items in the sidebar nav on the single pages

The footer is simple:

  • Datenschutz / Privacy
  • Impressum

  • Conference (current conf link)

* Need to figure out if one can have an always-visible hamburger menu with these two items together with the dynamic one created by the template
