1.21.1: Disable Proxying ME Cables

Short description:

Pointing a proxy block at an ME cable causes a crash on the next server restart. "Cannot connect node to itself"

Steps to reproduce the problem:

1. Place a proxy block facing a live ME network cable. Save and close the game or server. Relaunch; game crashes on world load.

Expected behaviour:

Proxy blocks should have a configurable blacklist of blocks it should ignore.

In MC 1.21.8 and higher, we follow NeoForge's new proxyable flag on capabilities (with a config to override this for specific capabilities).
I deliberately decided not to implement this in 1.21.1 yet, as this could break builds of many players, as not all relevant capabilities may be marked as proxyable yet.

Let's wait and see what the AE devs say before I take any steps on my end.
In any case, it should be possible to handle proxying in cable-based networks, as Integrated Dynamics can also do it.

The proxyable flag was back ported to 1.21.1 for a reason. :P
