Implement New Major Project Form #413
Description
Last year (2024-2025), Eboard decided that they wanted to change the structure of the Major Project submission form in conditional, in order to get people to provide more information with their submission, making it easier for Eboard to get the information they need to be comfortable voting on it.
These form changes were never implemented, though. @tallen42 implemented the frontend changes into dev, but the associated backend changes never got done, and we eventually had to revert Tyler's frontend changes so that other changes can be merged from dev to main.
It would be good to get this fully implemented and working, because it will make Eboard's job easier.
