No "Tour Mode" Option

Change the harold endpoint to return a static asset when harold should be in tour mode.

Some sort of Eboard/RTP permission to access this toggle will be needed.

i wonder if it would be beneficial make tour mode almost it's own separate little service/flask app with just 3 REST endpoints for to get, enable, and disable tour mode. then tour mode could be added to an existing rtp/eboard-only settings page (or given its own/automated) and all house services that need to have a tour mode (harold, infosys, drink maybe [for letting tour guides dispense drinks for free] .etc) can just use the API to see if they should go into tour mode

I think the way infosys handles "tour mode" is just to be SFW from 12-5 or something like that. That may be an extended period of time to be without a HAROLDing system though
