[Bug]: Need to align Homepage sector cards and add hover effect over it

What happened?

A bug happened!
When we zoom in homepage sector cards are of different height , need to align them and add hover effect

Steps to Reproduce

1. Go to Home page
2. Scroll to Sector cards in home page
3. Zoom in on Sector Cards ,You can see height issue is there need to correct them
4. Also add hover effect
